Are You A Good Citizen?

Rev. Dr. Mathew Philip

In a politically tense context with social fragmentation, the relationship between Christians and civil government has become increasingly significant. While many believers are committed to their faith, they often face challenges in fulfilling civic duties. The Apostle Paul’s teachings in Romans 13:1–7 suggest that good citizenship is integral to Christian discipleship, highlighting the importance of respectful discourse about leaders, compliance with laws, tax contributions, and societal engagement as spiritual responsibilities. Paul addresses the early church during the oppressive Roman Empire, urging submission to governing authorities, emphasizing that such submission is anchored not in blind allegiance, but in the theological truth that authority derives from God.

  1. Authority Is Established by God:
Paul claims that all government authority is instituted by God, as stated in Romans 13:1. This suggests that authority is not a mere human construct but divinely ordained to restrain evil, protect life, and establish peace. Christians are called to submit to governing authorities out of respect for God’s sovereignty, recognizing that while laws should not violate God’s commands (as emphasized in Acts 5:29), the overall posture toward civil authority should reflect respect, cooperation, and trust even amidst human imperfections. To resist every expression of authority as if it were inherently corrupt is to misunderstand the goodness of God’s design. Paul writes, “Whoever resists the authorities resists what God has appointed” (Rom. 13:2). Our obedience is not only a civic duty—it is an act of worship.
  2. Government Serves a Divine Purpose:
In Romans 13, Paul emphasizes that authority serves a divinely appointed purpose, primarily aiming to restrain evil and promote good. He notes that rulers should not instill fear in those who act rightly, but rather in those who do wrong. Civil authority has specific roles: upholding justice, preserving order, protecting the vulnerable, and punishing misconduct. Without authority, society risks descending into chaos, as highlighted by Judges 21:25, when “everyone did what was right in his own eyes.” Paul describes authorities as “God’s servant for your good,” using the term diakonos, also associated with deacons in the church. This assertion reinforces the notion that judges, soldiers, and other officials fulfill God’s intention of maintaining societal order and justice. Consequently, Christians are urged to adopt a cooperative stance towards authority, avoiding rebellion and anarchy, and instead striving to be responsible citizens who enhance the common good.
  3. Submission Is Both Practical and Spiritual:
Paul highlights two motivations for obedience: a practical one, which emphasizes avoiding
punishment, and a spiritual one based on honoring God. Practically, Christians should adhere
to laws to avoid consequences like fines or imprisonment, reflecting integrity in daily actions.
Spiritually, obedience serves the purpose of maintaining a clear conscience before God, as
Christians are called to submit not out of fear but in recognition of God’s authority. Thus,
acts like paying taxes are seen as honoring God’s use of civil authority for societal good.
  4. Honor Is the Posture of a Christian Citizen:
Paul emphasizes the importance of honoring leaders, stating that this respect stems from their
divinely ordained positions, regardless of their actions. Honor is defined not as unconditional
agreement but as maintaining truthfulness and respect, protesting injustice without hatred,
disagreeing without dishonor and criticizing without dehumanization. In contrast to a culture
that promotes mockery and shaming of leaders, Paul urges Christians to express political
opinions with grace, truth, and humility, rather than anger and contempt.
  5. Citizenship as Witness:
Romans 13 emphasizes the importance of Christian witness through citizenship, highlighting that how believers live publicly reflects their private beliefs. Good citizenship is
demonstrated by obeying laws, living peacefully, paying taxes honestly, treating officials
with dignity, volunteering, serving neighbors, and promoting justice. Jesus encouraged this
public conduct to shine a light on good works that glorify God. In a polarized society, the
church can respond not with hostility but with healing grace, reminding that, while being
citizens of heaven, Christians should exemplify honesty, peace, humility, and servanthood on earth.
    Conclusion:
Romans 13 does not require believers to worship government but calls them to ultimate allegiance to Christ. Until His kingdom is fully revealed, Christians are encouraged to strengthen earthly authority through their actions, embodying roles like builders, peacemakers, servants, and contributors. We live under authority because we live under God. We honor leaders because we honor the One who sovereignly established authority. We obey laws because obedience brings glory to Christ and peace to our communities. Good citizenship is not separate from the Gospel—it is a fruit of the Gospel. In our time of political tension and cultural unrest, Romans 13 calls us back to a simple but profound question: Are you a good citizen—not merely by national standards, but by the standards of Christ? May our answer, by God’s grace, be “yes.”
